It will be seen that while in the first years of the University the fund from which these Scholar- -ships are drawn will not be completely used, yet in the later years awards will be made in excess of the annual contribution until the surplus in the Colonial Treasury is exhausted. The Council is anxious that the scholarships should be awarded to the most meritorious students in each year.
